AMA submission to the consultation on patient election and rights of private practice changes under the 2026–2031 NHRA Addendum

 

The AMA supports the right of patients to use their private health insurance in public hospitals, provided it is an 
informed choice.

The AMA recognises the overarching intent of the reforms to strengthen patient choice, improve informed financial consent, and enhance transparency in funding arrangements across public hospital services. 

However, the proposed changes represent a significant shift in operational, administrative, and clinical workflows, particularly in outpatient and mixed public–private settings. Careful implementation will be critical to avoid unintended consequences for clinicians, patients, and system efficiency.
