This legislation has not yet been passed. There is still time to have your concerns heard. Sign the petition in your doctors practice. Write to or email the Health Minister and the Minister for Human Services. Call or write to you your local member. Help them to understand that doctor/patient conversations need to be private.

The encouraging news is that when this was last attempted, back in 1993, the Parliament quickly refused to allow bureaucrats access to patient records, then went a step further by passing legislation that specifically protected your privacy.
